Call to Order

The Board of Directors of Hunt Memorial Hospital District conducted a meeting on Tuesday, June 23, 2026, at 5:30 p.m. in the sixth-floor Homer Horton, Jr. Boardroom at Hunt Regional Medical Center, 4215 Joe Ramsey Boulevard, Greenville, Texas. Dr. Pierce, Chairman, called the meeting to order.

Roll Call

Members present: Mrs. Deborah Clack, Mr. John C. Nelson, Jr., Mr. Wesley Oswald, Dr. Scott Pierce, Mr. Michael Taylor, Mrs. Julia Wensel, Mr. Wyman Williams. Absent: Dr. Tina Fletcher, Mrs. Leslie Killgore. A quorum was present.

Approval of Minutes

Mr. Nelson moved, seconded by Mrs. Clack, to approve the May 26, 2026, meeting minutes as presented. The motion carried unanimously.

Medical Staff Report

Dr. Deuell reported that a new surgeon will be starting in the fall and a Gastroenterologist will begin late summer.

Citizens to Be Heard on Non-Agenda Items

Ms. Bryant reported that following the previous board meeting, a director assisted with scheduling a meeting to discuss her allegations, which she canceled as she was unable to retain an attorney. She presented two binders with detailed documentation supporting her claims of patient fraud and medical malpractice.

Representatives from the Perdue Brandon FielderCollins&Mott and Linebarger Goggan Blair & Sampson firms each discussed delinquent property tax collection services they provide. Following their comments, both firms were requested to make a ten-minute presentation at the July meeting to allow members to make a more informed evaluation.

New Business

Consent Agenda

Mr. Oswald moved, seconded by Mrs. Clack, to approve the following consent agenda item as recommended. The motion carried unanimously.

  • Appointments, changes in staff status, and resignations for the Hunt Regional Medical Staff and Allied Health Professional Staff

FY 2027 Internal Medicine Residency Budget

Dr. Usman presented the Fiscal Year 2026–2027 Internal Medicine Residency Program budget. He discussed CMS Graduate Medical Education funding, noting reconciliation is expected in September for both the Internal Medicine and Podiatry programs. The proposed budget projects $2.5M in IME revenue and expansion of professional fee billing to $1M, with an anticipated positive margin of $466,560, or potentially higher depending on the CMS reconciliation. Mr. Taylor moved, seconded by Mr. Oswald, to approve the budget as presented. The motion carried unanimously.

FY 2027 Podiatric Surgical Residency Budget

Dr. Usman presented the Fiscal Year 2026–2027 Podiatric Surgical Residency Program budget, with operating expenses of $591,215 and excess revenue of $170,490. The budget reflects incremental salary increases for the second and third residents to narrow the gap with local programs. Mr. Taylor moved, seconded by Mr. Oswald, to approve the budget as presented. The motion carried unanimously.

Resolution No. 371

The agenda item authorizing the addition of a collection penalty in the collection of delinquent property taxes was tabled to allow the delinquent property tax collection law firms to make a ten-minute presentation during the next Board of Directors meeting.

Financial Statements

Mr. Boles presented the May 2026 financial statements and statistical data. Following discussion on surgical and GI services, accounts receivable and collections, and Medicaid and supplemental funding cash flow impact, Mr. Taylor moved, seconded by Mr. Oswald, to approve the financial statements subject to audit. The motion carried unanimously.

Strategic Initiatives

Strategic initiatives were discussed in Executive Session.

Chairman’s Report

Dr. Pierce reported that the annual Foundation Gala raised over $50,000, with $22,000 from the auction, and expressed appreciation to all who attended and supported the event. Dr. Pierce also discussed planning future offsite board meetings at other Hunt Regional locations.

President/CEO Report

Dr. Usman reported that two surgeons are scheduled to interview. Contract negotiations with a Maternal Fetal Medicine group are underway to provide on-site clinic and telehealth services for high-risk OB patients. Cardiology recruitment has also begun.

Mr. Potter reported that the Royse City Emergency Room, opened 23 days prior, increased daily patient volume from 12 to 21 within three weeks — a 72% increase. Approximately 40% of patients are Medicare and Medicaid, and pediatric patients under 18 represent 25% of visits. Zero patients have left without being seen. Ambulance traffic is increasing weekly, reflecting growing community reliance.

Mr. Potter reported that outpatient physical therapy, speech, and occupational therapy services will relocate to the new Greenville Rec Center, and the Cardiac Rehab Department will then move into the vacated space, providing a larger area and better parking access for patients.

The Hunt Regional Family Medicine Live Oak Clinic is tentatively scheduled to relocate to the former Commerce Emergency Department facility on August 7, with a later Open House planned. Renovations of approximately $15,000 will improve provider workspace and registration areas. Future plans include adding cardiology and orthopedic specialists and possibly basic X-ray services. The Board agreed to hold its July meeting at the new clinic location so members could see the space prior to opening.

Mr. Boles reported that the wall separation, OR hybrid suite, and linear accelerator bond projects will begin in August. The linear accelerator installation is expected to be complete by January 2027.

Mr. Martin discussed revenue cycle and billing process improvements, including replacement of underperforming collection vendors, engagement of Revo for older accounts, itemized patient statements with payment portal links, and implementation of Sliced Health software to audit insurance contracts and automate appeals using AI. He also reviewed collection and write-off processes and discussed challenges following the exit of JTS on May 15.

Executive Session

An Executive Session was held under Texas Government Code §551.071, §551.072, §551.074, and §551.085. Following the Executive Session, no action was taken.
